How subsidy claims actually work

Registered ECD programmes claim the per-child-per-day subsidy from their provincial Department of Social Development. The single document every claim stands on is the attendance register — who attended, on which days, signed off. Paper registers get lost, miscounted and disputed; a digital register adds up by itself.
